Jul 29 - Superintendent Richard Ullger Completes Senior Leadership Programme

Superintendent Richard Ullger has recently completed a Senior Leadership Training Programme with the College of Policing.

The programme, which commenced in September 2013, covered four different modules developing police leaders to engage in better service delivery through “efficiency, effectiveness and legitimacy.”

In his first module in Equality, Diversity and Human Rights in Action, Superintendent Ullger was tasked with improving the Royal Gibraltar Police’s approach regarding working relationships with diverse groups in the community and within the organization and implementing a number of internal measures. This was followed by two further modules in Business and Executive Skills, where the focus was on ensuring better value for money in policing with more collaboration and innovation, through fiscal consolidation. In his final module, Superintendent Ullger enhanced his Professional Policing Skills to undertake strategic command of demanding policing incidents and operations.

In addition, the Superintendent has recently completed a further programme with the College of Policing in Leading Powerful Partnerships. The course was designed to develop delegates’ ability to lead within highly complex, changing and ambiguous environments, utilising political collaboration to negotiate and improve service delivery. Superintendent Ullger is now hoping to enrol in the Strategic Command Course next year with the College of Policing, which prepares selected officers for promotion to the most senior ranks of the police service.

Commissioner of Police Eddie Yome has expressed his delight at the officer’s recent achievement, stating that the RGP is committed in enhancing leadership skills across the rank structure within the organisation to improve the organisation’s professional image. The RGP has recently negotiated further leadership training for the Rank and File with ML Associates, a leading Leadership Team endorsed by the Institute of Leadership and Management. Superintendent Yeats is also currently away in Quantico, Washington undertaking a 10-week FBI National Academy Course.
