Gibraltar Business Groups Urge Greater Clarity and Financial Support Ahead of Treaty Implementation

Gibraltar’s business organisations have written to the Chief Minister and Minister for Business to highlight ongoing concerns surrounding the implementation of the UK-EU Treaty and its impact on the local business community.
A statement continued: "In a joint follow up to their open letter sent to HM Government of Gibraltar on the 23rd February 2026, the GFSB, Chamber of Commerce and a coalition of Gibraltar’s leading business organisations welcomed the delay in the Treaty implementation. Noting that it provides a valuable opportunity to strengthen support measures for local businesses. However, they emphasised that urgent action is still required to ensure businesses are adequately prepared for the July implementation.
"A central concern raised is the continued lack of clear, comprehensive and accessible written guidance. Business groups warn that uncertainty around procedures and requirements is making it difficult for companies to plan, invest and remain compliant. They are calling for timely and structured communication, including detailed guidance on importation processes, EORI/NIF requirements and transitional arrangements.
"While acknowledging the support measures announced by the Government in March, such as tax deductions, business rates relief, recruitment support and a commercial rent moratorium, the organisations stress that direct financial assistance remains critical. They note that many businesses, particularly in the goods based sector, are already facing significant cost pressures and that existing measures may not go far enough to safeguard business continuity.
"The groups have also requested greater transparency regarding projected Transaction Tax revenues, to help assess whether current support is proportionate to the expected financial impact on businesses.
"Additional concerns include the need for clarity on import procedures, freight arrangements and proposed financial guarantees related to IVA liabilities. The organisations have suggested the creation of a dedicated Treaty Office to support businesses through the transition.
"These matters are expected to be discussed in detail at the next meeting of the Business Transition Advisory Group (BTAG) to be held on the 24th April, where business representatives will continue to push for improved information sharing and targeted financial support.
"The signatories reaffirmed their commitment to working collaboratively with the Government to ensure a smooth and successful transition that protects Gibraltar’s economy and business community."
