Angelo Cerisola Appointed CEO Of New Disclosure And Barring Service

Angelo Cerisola, currently Director for Services, Safety and Standards at the Care Agency, has been appointed as the first CEO of Gibraltar’s new Disclosure and Barring Service.

HM Government of Gibraltar is pleased to announce the appointment of Mr Angelo Cerisola, currently Director for Services, Safety and Standards at the Care Agency, as the first Chief Executive Officer of Gibraltar's new Disclosure and Barring Service.
The establishment of a Gibraltar Disclosure and Barring Service will form an important part of the Government's wider work to strengthen safeguarding, safer recruitment and public protection arrangements across Gibraltar.
The new service will be responsible for supporting employers, voluntary organisations and statutory bodies through a structured system of disclosure and barring. This will include the processing of disclosure checks and, where appropriate, the maintenance of barred lists identifying individuals who are prohibited from engaging in regulated activity relating to children and/or adults.
Mr Cerisola brings considerable experience from within the Care Agency, including in service standards, safety, compliance and safeguarding expertise. His appointment will ensure that the new service is led by someone with a strong understanding of Gibraltar's existing care structures, public protection responsibilities and the importance of clear governance.
The Disclosure and Barring Service will operate in partnership with, and not in place of, the statutory safeguarding responsibilities of the Care Agency and other relevant bodies. The appropriate safeguarding bodies will continue to retain responsibility for frontline safeguarding investigations, case management and protective interventions.
The Government is also progressing the legislative and operational framework required to underpin the service and ensure that its functions, powers and responsibilities are clearly defined.
Further details on the implementation of the Disclosure and Barring Service, including its legislative framework and operational arrangements, will be announced in due course.

"This will strengthen Gibraltar's safeguarding and safer recruitment arrangements. The new service will support employers, organisations and public bodies to make safer and better-informed decisions, while ensuring that the responsibilities of each agency remain clear.
"Angelo brings with him extensive experience from the Care Agency and a strong understanding of standards, governance and public protection. I am confident that he is the right person to lead this important new service as we develop a robust, proportionate and Gibraltar-specific Disclosure and Barring framework.”
