Government Reply To GSD Statement On The Eastside Marina Project

The Government have issued a statement in reply to the GSD's recent comments regarding the Eastside Marina Project.

A statement from the Government follows below:

The GSD’s sudden concern for the environment in relation to the Eastside Project rings hollow.  

When in Government, they promoted the so-called “Sovereign Bay” scheme, which envisaged a much larger marina and an extensive sea arm stretching across the horizon of Catalan Bay.

At that  time, no regard was shown for the environmental consequences. By contrast, the current project  has been subject to rigorous environmental assessments, upheld by the European Union, and is  proceeding transparently through the Planning process under the oversight of the independent  Development and Planning Commission (DPC).  

The marina arm that the GSD now criticises was carefully considered by the DPC following site visits and the deployment of a physical marker. Approval was granted with strict conditions,  ensuring that parts of the sea wall are replaced with low-level rock revetments. This not only  reduces visibility but also enhances biodiversity by creating new habitats for marine life. The  reshaped shoreline will strengthen coastal resilience while improving ecological value. Concerns about the movement of sand at Catalan Bay have also been anticipated and addressed.  The developer is required to replenish sand from approved sources until natural balance is  achieved. Crucially, this does not involve seabed dredging, unlike the GSD’s 2011 exercise which  caused prolonged disruption and dust clouds on Gibraltar’s beaches for years afterwards.  

The viability of removing the rubble mountain and regenerating the Eastside area depends on the  marina as a key element of the design. To oppose it is effectively to perpetuate an unacceptable  situation that has affected the northern edge of Catalan Bay for decades. 

The Department of the Environment is monitoring the project closely and will intervene as necessary to ensure compliance with the highest standards. This ongoing oversight will guarantee  that the works are carried out responsibly and sustainably.  

The Eastside Project will deliver lasting benefits for Gibraltar:  

• A new garden and landscaped public spaces for the community; 

• Improved access to Catalan Bay while preserving its unique character;

• Energy efficiency and renewable energy measures built into the development;

• New social and recreational facilities for residents and visitors alike.  

Far from harming the environment, the project will remove an eyesore, enhance Gibraltar’s  coastline, and provide long-term economic and social benefits. It is a project of which Gibraltar can be justly proud, and which stands in stark contrast to the GSD’s failed and environmentally careless proposals of the past.
