Gibraltar Police Authority Statement Following Parliamentary Debate

Below follows a statement from the Gibraltar Police Authority regarding last week's debate in Parliament:
The Gibraltar Police Authority (“GPA”) has noted the debate in Parliament last week regarding historic whistleblowing allegations in respect of the Royal Gibraltar Police (“RGP”). We recognise that the debate may have caused unintended concern among serving officers and the wider policing family. The GPA wishes to reaffirm its full confidence in the current leadership and members of the RGP who continue to serve Gibraltar with professionalism, commitment and integrity. In particular, since the arrival of the new Commissioner last year, we have witnessed tangible and incremental reforms and improvements in the high standards of policing and in the conduct of and culture at the RGP.
We also note the public statement made by the Commissioner on 21st January 2026. He rightly emphasises the importance of supporting whistleblowers, whilst at the same time ensuring that serving officers are not inadvertently undermined by the nature of the debate on historical allegations. Public debate should therefore carefully balance these two vital aspects. For the GPA, the priority remains the stability and confidence of the RGP and therefore the security and well-being of Gibraltar.
The GPA's statutory responsibilities under the Police Act 2006 are very wide. These include ensuring the maintenance of an efficient and effective police force, safeguarding the integrity and independence of policing and maintaining public confidence in the systems that provide oversight and accountability. The GPA takes its responsibilities seriously. Within the resources currently available to it, the Authority will continue to exercise its oversight functions with rigour, impartiality and independence.
The debate last week in Parliament reflects historical difficulties, not only within the RGP, but also in the discharge of the Authority’s own obligations. We, therefore, attach particular importance to the ongoing Police Governance Reform process that is presently underway. We have very carefully reviewed the measures to be implemented by the GPA and these will be discussed further at our next meeting of 29th January 2026. In addition to the implementation of the Inquiry report's recommendations relating to GPA, there are various other governance, Police Act amendments and resource issues that we will be addressing.
The Chairman of the GPA, Peter Montegriffo KC commented: “The GPA will continue to work closely with the Governor, the Government, the Commissioner and all other engaged stakeholders to see through the proposed reforms and to ensure the RGP is supported. This work includes improving how the RGP is held accountable and how it is properly resourced to deliver the new and growing demands of policing in Gibraltar”.
