RGP Economic Crime Unit Hosts First Terrorist Financing Table-top Exercise

The Royal Gibraltar Police Economic Crime Unit hosted their first table top exercise focused on terrorist financing at the Gibraltar Finance Centre.

A statement from the RGP follows below:

The Royal Gibraltar Police Economic Crime Unit has successfully hosted its first table top exercise focused on terrorist financing at the Gibraltar Finance Centre.

The exercise, held on Friday 12th June, was formally opened by Commissioner of  Police Owain Richards and the Minister for Justice, Trade and Industry, the Hon Nigel  Feetham KC MP.

The event brought together representatives from across Gibraltar's public and private  sectors, including key representatives from His Majesty’s Government of Gibraltar, such as the Gibraltar Income Tax Office, Gibraltar Financial Intelligence Unit, His  Majesty’s Customs, Royal Gibraltar Police, and the Office of Criminal Prosecutions  and Litigation, as well as Gibraltar International Bank, Bank J. Safra Sarasin, Turicum  Private Bank, Xapo Bank, Trusted Novus Bank (TNB), Royal Bank of Scotland and  Union Bancaire Privée.

Against the backdrop of a changing landscape and Gibraltar's evolving future,  including the prospect of a more fluid border, today’s event provided an excellent  opportunity for collaboration between stakeholders responsible for safeguarding  Gibraltar's financial system and national security.

The scenario-based exercise focused on strengthening collective capabilities to  detect, prevent and disrupt terrorist financing and other forms of serious criminality,  with participants exploring information-sharing processes, risk identification and  coordinated responses to emerging threats.

Commenting on the event, Commissioner of Police Owain Richards said, “Today’s  exercise demonstrates the strength of partnership across Gibraltar’s public and private  sectors in tackling the evolving threat of terrorist financing. Collaboration and  information sharing are critical to staying ahead of complex financial crime, and this  initiative reflects our commitment to working closely with all relevant institutions and  organisations. I would like to thank all participants, as well as the Ministry, for their  support in delivering this important exercise. The Royal Gibraltar Police will continue  to support the Economic Crime Unit’s officers and staff as it enhances its specialist  capabilities, ensuring Gibraltar remains resilient against threats to its financial system  and national security.”

For his part, Minister for Justice, Trade and Industry, the Hon Nigel Feetham KC MP  said, “I am delighted by the strong collaboration between our law enforcement and  government agencies, and by their unwavering commitment to the fight against  financial crime. Equally encouraging is the constructive engagement with stakeholders  across the private sector, demonstrating a shared responsibility for safeguarding the  integrity and reputation of our jurisdiction.

Since taking up office, I have remained fully supportive of these initiatives, which are  designed to strengthen our capabilities, enhance cooperation, and ensure that  Gibraltar remains well equipped to meet the evolving challenges ahead.”

The event highlighted the importance of strong partnerships between law  enforcement, regulatory bodies, Government departments and the private sector in  protecting Gibraltar from financial crime and ensuring compliance with international  standards.

The RGP Economic Crime Unit intends to build on the success of this inaugural  exercise through continued engagement and future joint training initiatives, designed  to enhance Gibraltar's resilience against financial crime and terrorist financing.
