Gibraltar Represented At European Fortifications Congress

Gibraltar was represented for the first time at the EFFORTS Congress in Belgium, with its approach to preserving and developing historic sites presented to European heritage professionals.

The Government has marked an important milestone in its international heritage programme, with Gibraltar being represented for the first time at the EFFORTS Congress 2026 (European Federation of Fortified Sites), held in Diest, Belgium. 

The congress brings together leading European specialists, policymakers and organisations involved in the conservation, management and sustainable development of historic fortified sites. 

Gibraltar was represented by Mr Carl Viagas, Projects Director for the Government of Gibraltar, together with Mr David Neish, Chief Attractions Officer of Fortress Attractions Gibraltar Ltd, reflecting the collaborative approach being adopted in unlocking Gibraltar’s unique military heritage. 

Gibraltar’s participation represents an important step in positioning the Rock among Europe’s leading historic fortified landscapes and demonstrates the Government’s continued commitment to preservation, interpretation and sustainable use of its heritage assets. 

Gibraltar: A Model for Heritage Regeneration 

Mr Viagas delivered the closing keynote address entitled “Breaking the Mould: Unlocking Funding”, presenting Gibraltar’s innovative approach to heritage-led regeneration. 

The presentation explored how historic sites can be preserved while adapted for modern public access, education, tourism and community benefit. Case studies included the Gibraltar Skywalk and the ongoing redevelopment of the Northern Defences. 

The Northern Defences project was presented as an example of how archaeological research, conservation, accessibility improvements, education and visitor experiences can work together to bring previously forgotten areas of Gibraltar’s history back into public use. 

International Recognition for Gibraltar’s Approach 

The response from European heritage professionals was extremely positive, with delegates expressing strong interest in Gibraltar’s ability to balance conservation with innovation. 

Gibraltar’s unique position, combining Moorish, Spanish and British military heritage within a compact fortified landscape, was recognised as offering an exceptional case study. 

Partnership Working

A key theme discussed was collaboration between government, heritage specialists and delivery partners. 

Fortress Attractions was highlighted as a project partner working alongside the Government of Gibraltar to help deliver new visitor experiences within historic environments. 

Future Opportunities 

Following Gibraltar’s successful participation, significant interest has been generated among EFFORTS members, including future collaboration opportunities and visits. 

Mr Viagas commented: “Gibraltar’s history is one of its greatest assets. Our responsibility is not simply to preserve these places, but to understand them, open them up, and ensure future generations can experience their significance. Innovation and conservation are not competing objectives — when approached correctly, they strengthen each other.” 

The Government of Gibraltar’s participation at EFFORTS 2026 represents another step in showcasing Gibraltar as a world-class example of how historic fortifications can be protected, understood and given a meaningful future.
