GSD To Question Government On Sovereign Wealth Fund

The GSD says it will question the Government next week over the Gibraltar Sovereign Wealth Fund announced in the 2026 Budget and the Chief Minister’s New Year’s message.

A statement from the GSD follows below:

The GSD will be probing the Government, at next week’s Parliamentary meeting, for more information on the  Gibraltar Sovereign Wealth Fund announced in the 2026 Budget and the Chief Minister’s 2026 New Year’s  message. 

Roy Clinton MP the GSD Shadow Minster for Public Finance stated the following:  

“I have been working over the summer to analyse the information provided by the Chief Minister about what  he has described as a Sovereign Wealth Fund for Gibraltar. From the information I have found in the public  domain the structure is complex and not what I would consider usual in the context of conventional Sovereign  Wealth Funds.  

It is not clear to me whether there is any legal entity that is the Gibraltar Sovereign Wealth Fund, nor is it clear  who directs it on a day to day basis or what financial reporting is in place and to whom. It is also surprising  that the Government has sought to support the financing of a private equity group that is purchasing care  homes in the UK using debt amounting to £ 544.7 million.  

So as to understand the impact of the undertakings entered into by the Government in the guise of a Sovereign  Wealth Fund, I have today filed 35 questions seeking detailed information on structure, control, management,  accountability, transparency, conflicts of interest and financial reporting and audit.  

I trust the Government will be providing full answers to all my questions and not hide behind the  ‘commercially sensitive’ excuse that they always hide behind to avoid answering difficult questions.”
