Government And Unions Agree Framework For Multi-Year Public Sector Pay Negotiations

The Government of Gibraltar, together with the GGCA, the Gibraltar NASUWT, the Gibraltar Police Federation and Unite the Union have today signed a Public Sector Pay and Industrial Relations Framework Agreement.
A statement from the Government follows below:
The Agreement establishes the basis for a series of structured negotiations between now and June 2026, with the aim of reaching a binding multi-year pay settlement with a view to restoring real terms public sector pay, to be announced no later than the 2026 Budget. It sets out principles of transparency, sustainability and fairness, and provides for regular monthly meetings, agreed milestones, and a shared set of Terms of Reference.
This milestone reflects the constructive engagement of all parties and their joint commitment to finding sustainable solutions for the benefit of public servants and the wider community. The Agreement is itself a measure of the maturity of Gibraltar’s industrial relations, demonstrating that Government and unions can work together in a spirit of dialogue and mutual respect to secure long term stability.
The Government acknowledges the important role played by each of the unions in representing their members, and the constructive and professional approach that has characterised the discussions leading to thisAgreement. In addition to this universal agreement,the Government will also sign separate commitments with each Union that seek to address the nuances of each of their individual interests moving forward.
The Chief Secretary, Glendon Martinez, said: “This Agreement shows what can be achieved when Government and unions engage with each other openly and constructively. It is a strong foundation for the months ahead, and for the multi-year settlement that restores the real terms value of public sector pay that we are determined to deliver together in 2026. My thanks go to the GGCA, NASUWT, the GPF and Unite for the responsible and positive way in which they have worked with us.”
The first meeting under this framework will take place later this month, as the Government and unions continue to build on this collaborative approach to deliver an outcome that benefits the public sector and Gibraltar as a whole.
