HM Government of Gibraltar has today launched a new Residency Portal, residency.gov.gi, marking the commencement of Gibraltar's new statutory residency framework under the Residency Regulations 2026, published as Legal Notice No. 166 of 2026 and coming into operation on 14 July 2026.
The new framework establishes the legal basis upon which applications for residence in Gibraltar will be assessed. The new portal has been developed to provide applicants, employers and members of the public with a single source of information on the new residency process and to facilitate the submission of applications under the new framework.
The portal guides applicants through each stage of the process, including eligibility criteria, required documentation, application fees and deposits, employment and work permit requirements, maintaining and renewing residence permits and the relevant review provisions contained within the Regulations.
The website also includes an interactive eligibility checker to assist prospective applicants in understanding whether they may fall within the scope of the new framework before deciding whether to submit an application. The tool operates entirely within the user's browser and does not collect or transmit any personal data. It is intended solely as a guide and does not constitute a determination of eligibility under the Residency Regulations 2026.
All residency applications submitted under the new framework will be assessed by the Department of Immigration and Home Affairs in accordance with the Residency Regulations 2026. Applications will remain subject to the prescribed eligibility requirements together with the necessary identity, residency, security and due diligence checks before any decision is made.
The portal also explains the principal eligibility requirements contained within the Regulations, including salary and age criteria where applicable, together with information relating to application fees, deposits and supporting documentation.
Applications relating to residency remain distinct from applications concerning business activity or employment. Where relevant, applicants may also require prior engagement with the Department of Business in relation to business registration or the Department of Employment regarding employment or work permit matters. The portal provides clear guidance on these separate processes and directs applicants to the appropriate Government services.
The public-facing website has been developed in-house by HM Government of Gibraltar's Digital Communications team. Supporting the portal, the Information Technology and Logistics Department (IT&LD) has implemented a secure electronic case management solution which enables HMGoG to receive, assess and administer applications digitally throughout the relevant processes.
The portal provides applicants with clear guidance whilst ensuring that the statutory requirements contained within the Regulations remain readily accessible.
Enquiries relating to residency applications should be directed to the Department of Immigration and Home Affairs. Enquiries relating to employment and work permits should be directed to the Department of Employment, whilst enquiries concerning business registration should be directed to the Department of Business.
The Minister for Health, Care and Business, the Hon Gemma Arias-Vasquez MP, said:

This website takes residents, employers and applicants through exactly what they need to do. It explains the residency framework in clear, straightforward language and links them straight to the right application forms. People can check how the rules apply to them privately, at their own pace, before they apply. It was built in-house by our own team, and it reflects our commitment to being clear and open about what the new framework means in practice."
