Jan 08 - Opposition Has Seen Lower Bid Than Bizzy Bee Provided

The GSD says it notes that the Government continues to assert that Bizzy Bee Limited submitted the lowest tender for the works to Varyl Begg Estate but continues to call on the Government to publish all the bids in order to justify that contention.

Bizzy Bee Limited is a company which has only been in existence for less than two years and when it applied for a Trade Licence in April 2013, it applied to do exclusively Government construction work. It is extraordinary, says the GSD, that a new construction company “should have an expectation that it could survive solely on Government work.”

The Opposition highlights that this is a substantial contract worth over £1.5 million and adds that it has seen a bid of less than that amount. Quite apart from the fact that a relatively new company owned by a well known GSLP supporter is awarded such a lucrative contract, the GSD says it is also aware that it has subcontracted a substantial part of the work to more experienced Spanish contractors.  The party says it does not understand why only three companies were invited to bid for such a “lucrative” contract when there are many construction companies in Gibraltar.

The GSD says that, until full transparency is provided, questions will continue to be asked. It also repeats its pledge that, if elected, it would publish a complete list of all tenders received with full reasons for an award.
