The Government of Gibraltar has published a Bill for an Act to establish the University of Gibraltar. The main features of the Act will be the creation of the University as a statutory body and provisions for its governance. The Act will specifically refer to and safeguard the institutional autonomy of the University as well as its academic freedom.

In addition, the Act will provide for the creation of the Gibraltar Authority for Standards in Higher Education. The purpose of the Gibraltar Authority for Standards in Higher Education is to establish and safeguard academic standards and provide quality assurance in respect of the university’s academic programmes.

The Act will also contain provisions for the establishment of a regulatory body which will ensure compliance by the University with the provisions of the Act.

The Minister for Education, Gilbert Licudi, said:

"This is another step towards the establishment of the University and the opening of its doors in September of this year. The University will signal once again the maturity and progress of Gibraltar as a nation. The research and other programmes which the University will offer will stand Gibraltar out as a beacon of excellence in the academic world."
