Mar 01 - HM Prison Survey: 86% Of Staff Report Low Morale

A survey of staff at HM Prison has revealed that 86% see the morale level within the service as “low.” The survey also found widespread levels of dissatisfaction regarding shifts, department equipment and training and indicates that many staff members have concerns about bullying.

The GGCA launched an independent online survey (commenced on Wednesday 6th February 2019 and concluded on Friday 22nd February) of their membership within HM Prison Gibraltar which consists of 92% of the whole organisation. This exercise was outsourced to ensure the anonymity of everyone who participated.

HM Prison senior Management has been informed about carrying out this survey with their department and the GGCA is in the process of arranging a date and time to convene with them and discuss the outcome.

The survey conducted highlights a wide range of issues which concerns the membership in many aspects and the outcome in general has been as follows:

90% of the HM Prison GGCA membership participated in the survey.

86% joined the prison service to make a career out of it.

72% are not satisfied with respect to recognition received for work completed.

95% state that they do not receive any feedback on their work.

86% sees the morale level with the HM Prison Service low.

29% have been a victim of bullying or victimization at work.

43% have witnessed bullying/victimization at work.

83% have not reported bullying/victimisation.

60% have not reported bullying/victimisation because of fear of reprisal/comeback.

93% have not used the grievance procedure.

62% feel that if management were to carry out an investigation on bullying/victimization, it would not be effective.

 54% feel that if management were to carry out an investigation on bullying/victimization, they will have no trust in the procedure.

54% feel that if management were to carry out an investigation on bullying/victimization, that process will have no transparency.

76% are not satisfied with the current shift system.

62% are not satisfied with the current manning levels.  24% are neutral and 14% are satisfied.

31% feel unsafe carrying out their operational duties. 43% are neutral and 26% feel safe.

50% have suffered work related stress, anxiety, depression.

98% have been affected by shift changes.

76% are not satisfied with regards refreshment breaks

76% are not satisfied with department equipment. 

83% are not satisfied with maintenance of office space and IT

51% are not satisfied with the security within the prison.

80% are not satisfied with the level of forward planning for setting up departmental aims and objectives.

68% are not satisfied with the level of welfare and aftercare provided to officers at HM Prison.

69% do not feel that career opportunities are linked to experience and qualifications.

86% are not satisfied with the level of training within the HM Prison.

67% feels that the allocation of available training courses within the Prison Service is unfair.

81% do not think that the work load throughout the Prison Service is properly delegated.
