Local Man Convicted for a Domestic Abuse Offence

A 42-year-old local man has been convicted for the offence of Controlling & Coercive Behaviour in an intimate or family relationship.
Nizar MAADOUM, 42, of John Mackintosh Square, pleaded guilty on Tuesday 11th November 2025 at the Magistrates’ Court to one count of Controlling & Coercive Behaviour in an intimate or family relationship.
The charge follows his arrest on the 11th November 2024, and a subsequent intensive and complex investigation by detectives from the RGP’s Safeguarding Team.
The conviction was for an offence of Controlling & Coercive Behaviour, and the particulars of the offence covered:
- 4 separate occasions where the victim was subjected to Physical abuse.
- Isolating the victim from friends and family
- Controlling and restricting the victim’s finances.
- Depriving the victim of basic needs.
- Controlling the victim’s mobile phone use.
This is the first conviction of its kind in Gibraltar since the enactment of the Domestic Abuse Act in 2023, which introduced a range of powers and offences to deal with perpetrators of Domestic Abuse.
Sentencing will take place at a later date.
A statement ended: "The RGP continues to encourage victims and witnesses of domestic abuse to report it. This latest court outcome demonstrates that the RGP will not tolerate domestic abuse in any form. We are dedicated to safeguarding vulnerable people and will work with partners to reduce harm.
"Our officers and specialist investigators will listen, support, and act to bring perpetrators to justice.
