HM Customs Gibraltar Launches ASYCUDA Version 4.4 to Modernise Border Management 

HM Customs Gibraltar has announced the official launch of the updated ASYCUDA Version 4.4, effective 1 July 2025. ASYCUDA, which stands for Automated System for Customs Data, is a globally recognised customs management system developed by the United Nations Trade and Development. 

A statement continued: “This latest version marks a significant step forward in Gibraltar’s customs operations, integrating elements of artificial intelligence to enhance the efficiency and effectiveness of cross-border trade management. The upgrade underscores HM Customs’ commitment to modernisation and trade facilitation. 

“While the user interface sees only minor changes, the real transformation lies in the system’s intelligent backend. ASYCUDA 4.4 will improve data collection and apply it to a robust risk management framework, directly influencing the selectivity criteria used to assess imported goods. These criteria determine the level of customs control at the Commercial Gate: 

  • GREEN – Automatic release
  • YELLOW – Documentary checks
  • RED – Physical inspections
  • BLUE – Post-audit controls

“This intelligent selectivity aims to streamline the interaction between importers and HM Customs, facilitating legitimate trade while tightening controls on non-compliant activities. Declarants with a strong compliance history will benefit from expedited clearance, while those with poor records will be subject to increased scrutiny. 

“In line with international best practices, and to enhance both trader compliance with import and export legislation, as well as the quality of submitted data, a knowledge assessment process for ASYCUDA users has been implemented. To ensure that the examination accurately and fairly evaluates the required competencies, only individuals who have completed World Customs Organization (WCO)-certified training will be authorised to submit customs declarations. Those without such certification must utilise the services of a Customs Clearing Agent, who will be required to have undergone comprehensive, role-specific training. 

“A key feature of ASYCUDA 4.4 is the introduction of pre-arrival notifications, allowing traders to pre-lodge declarations before the goods arrive in Gibraltar. This, along with other enhancements, is expected to significantly reduce the time-release for consignments, improving overall trade flow and border efficiency.” 

The Collector of Customs – John Payas commented on the launch: 

“The implementation of ASYCUDA Version 4.4 represents a major leap forward in our digital transformation journey and was planned independently of any Treaty negotiations. Notwithstanding, the harmonisation of our processes with those of the EU, will facilitate any transition brought about by the agreement. Our aim is to automate customs processes by using up to date technology, integrating cost effective digital solutions to maximise trade facilitation; but always balanced against public protection, customs enforcement and revenue collection. 

“Our helpdesk has been busy resolving transitional problems. Since launching, 1600 emails have been responded to, 70% of which have been answered within 15 minutes. Whilst flow through the Commercial Gate was slow on the first day, the number of declarations on the system have increased, demonstrating that the number of imports has quickly recovered. This upgrade has encompassed a significant task for the technical teams and the officers of the Commercial Sections, and I am very grateful for their efforts. We also thank the trade for their continued patience and cooperation.”
