Gibraltar Parliament – 5th Commons and Overseas Territories Speakers' Conference

The Speaker of the Gibraltar Parliament, the Hon. Judge Karen Ramagge Phillips, GMH, MP, attended the 5th Commons and Overseas Territories Speakers' Conference (COTSC) held in Grand Cayman from 25 to 29 May 2026, accompanied by Mr. Phillip Borge McCarthy, Clerk of the Gibraltar Parliament. The conference was established as the highest parliamentary forum for dialogue and knowledge sharing between the House of Commons and the legislatures of the Overseas Territories, promoting cooperation in areas of shared interest and facilitating the exchange of knowledge and experiences among Speakers.

During the conference, Madam Speaker delivered a keynote address entitled The Role of the Speaker as the Guardian of Democracy focusing on strengthening public confidence in, and understanding of, the legislature. She also took the opportunity to showcase the AI and technological advancements that the Gibraltar Parliament has introduced over the past year. In addition, Speaker Ramagge Phillips highlighted the introduction of the Gibraltar Youth Parliament as an important non-formal civic education initiative aimed at engaging younger demographics and developing future champions of democratic participation. Throughout the conference, she also participated in a series of bilateral meetings with fellow delegates.

Madam Speaker expressed her gratitude and congratulations to the Parliament of Grand Cayman and the team from the Office of the Speaker, the Hon. D. Ezzard Miller, JP, MLA, for organising and hosting this invaluable gathering of Speakers and parliamentary officials.
